Emergency Knesset Session: "The Quiet Retreat from Judea and Samaria"

by the Yesha Council, myesha.org.il, translated and adapted by Hillel Fendel

Emergency Knesset Conference

The Land of Israel lobby in the Knesset held a first-of-its-kind emergency session two weeks ago, entitled: "The Illegal Palestinian Takeover in Area C." It will be recalled that the Oslo Agreements divided Yesha (Judea and Samaria) into three areas: Area A, under full Palestinian Authority control; Area B, under Israeli military control and PA civilian control; and Area C, under full Israeli control – where the PA is supposed to have no say at all.

In attendance at the special session were MKs of both the coalition and the opposition, mayors and municipal council heads from Yesha, and activists.

Israel's Economy: The Numbers Are Off the Charts!

by Dr. Guy Bechor, translated and adapted by Hillel Fendel

-- Israel is doing astonishingly well in comparison with other top industrial countries --

It's now been 15 years that we have been following, tracking and analyzing the forecasts of the British "Economist," with a special eye on Israel's economy. The results have often been surprisingly impressive, but the forecast for Israel for this coming year has broken all records. Israel's economy is amazingly positioned for 2022, in comparison with the United States, the European Union, and Arab countries.

Likud Has Caught Itself in a Trap

by Moti Karpel, Makor Rishon, translated by Hillel Fendel

Netanyahu's Likud supporters love and admire him – preventing him from drawing the right conclusions.

Bibi Netanyahu

"Netanyahu cannot quit; the public won't let him." So said recently a well-known nationalist journalist by the name of Avishai Ben-Chaim. "Even if [Netanyahu] would like to quit," continued the Channel 13 reporter, "the masses will not agree." In these short words, he summed up the trap in which the Likud Party finds itself.

Breslav Actor and Secular Actress Tie the Knot

by Sharona Cohen

Last week Israel celebrated the surprising wedding of Shuli Rand (Breslaver Hasidic actor, writer, and singer) and Tzufit Grant (non-religious actress and journalist). Their relationship had received much attention over the last couple years, mainly because Rand began dating Grant after a bitter split with his previous wife, Michal Rand, in 2016. Michal refused to accept the get [Jewish divorce], thereby locking Shuli into the marriage against his will.

Thus, even though Grant and Rand began a relationship over two years ago, they were not able to get married until Rand recently received a rare exemption signed by 100 rabbis that allowed him to remarry. His get is now entrusted with the Beit Din [Rabbinate] and Michal can take it whenever she chooses.

Grant, for her part, has also received much media speculation over her religious observance since she and Rand became an item. She reports that she has always kept kosher, and that since her relationship with Rand began she started keeping Shabbat as well. At their wedding she wore a wedding dress with long sleeves and a high neckline in accordance with Jewish laws of modesty.

It just goes to show, love can overcome many obstacles. As Grant notes, '"The greatest connection between us is how similar we are to one another." She adds, "We have very similar personalities. We set out on this path and there was just no other option; it was as if our souls met and fused into one."

Pollution in Yesha: Israel Must Take Charge!

by Hillel Fendel

The Yesha Council of Communities in Judea and Samaria reports that the sewage situation in Judea and Samaria (Yesha) is worsening, taking its toll not only on both Jewish and Arab residents of the areas, but also those in the Tel Aviv/Gush Dan region.

In the wake of the UN Climate Conference in Glasgow, the assumption is that even if Israel takes legislative steps to keep in step with the climate-change winds blowing across the world, these will not affect some of the worst polluters in the area: towns under the aegis of the Palestinian Authority (PA).

Samarian Yeshiva Rabbi Responds to Attack on Zionist Rabbis

by Rav Zalman Baruch Melamed, translated by Hillel Fendel

Rabbi Melamed Cites Talmud: "Torah Scholars Increase Peace in the World"

Rav Zalman Baruch Melamed

The exact circumstances aren't germane, but a rabbi from the non-Hassidic hareidi movement Degel HaTorah recently wrote publicly and disparagingly about two outstanding Torah scholars and rabbinic leaders of the religious-Zionist camp. Rabbi Zalman Baruch Melamed, Rosh Yeshivat Bet El and a senior rabbinic figure in the national-religious Torah camp, responded with words of peace.

Campaign to Bring Mezuzot to Gush Dan Homes in Need

Flyer (Hebrew) promoting the campaign

A graduate of the Bet El Yeshiva of Higher Learning has launched a campaign to distribute mezuzahs across Gush Dan (ranging from around Rishon LeTzion on the south end to around Herzliya on the north end and from the coastline on the west to around Petah Tiqva on the east).

The former student is collecting spare kosher mezuzahs (and also mezuzahs that need to be checked) from seven cities and towns across Israel to hand out to families whose homes are lacking them.

Anyone interested in 1) providing mezuzahs, 2) serving as an area coordinator for collections, or 3) donating to cover the costs of delivery, checking mezuzot, and buying mezuzah cases can be in touch by emailing info@betelinstitutions.com!

Jerusalem Half-Marathon Champion: Beatie Deutsch

Beatie Deutsch standing under an Adidas billboard as featuring her

This past Friday morning Beatie Deutsch, Haredi American-Israeli mother of five and former Olympic candidate, won first place in Jerusalem's half-marathon, finishing at 1:20:40. Deutsch, immigrated to Israel in 2008  and lives with her husband - whom she married in 2009 - and their five children.

Deutsch didn't begin running until 2016 at the age of 25, and she maintains the Torah's code of modesty even while running - long sleeves, below-the-knee skirt, and a head covering. She ran her first marathon only four months after she started training and she finished sixth with a time of 3:27:26. In 2017 she finished a marathon with a time of 4:08:16 - while seven months pregnant.

Israel's New COVID Entry Rules

Criteria For Entering Israel: You must meet ONE of these conditions in order to enter Israel:

a. Vaccinated within six months of the trip with either a second vaccine or a booster (Pfizer – at least 7 days after the shot, other vaccination types – at least 14 days after the shot).

b. Recovered within six months of the trip with proof of a positive PCR result and more than 11 days have passed since the positive result.

c. Recovered anytime – even more than six months before the trip – with proof of positive PCR result AND vaccinated with at least one dose within six months of the trip.

(If six months has passed since your last vaccine or since your recovery during your stay in Israel, you can still come to Israel; however, your green pass will expire during your visit when you pass the six-month mark).

Here’s the Process to enter Israel

You will gain entry into Israel via the Health Ministry Declaration Form: 48-hours before your flight, you will complete this form:

https://corona.health.gov.il/en/flights/?utm_source=go.gov.il&utm_medium=referral

For those who have traveled to Israel previously, you will know this as the “24-hour pre-flight form.” Once you file this form properly, within minutes you will receive an email from “Do Not Reply-MOH,” which is the record you need to show at the airport. Your green pass will be included. If your vaccination certificate is not digitally validated in Israel, it could take longer to receive this email.

Tips for completing this form correctly:

1. Must be completed within 48-hours of a flight; it will be the basis of your entry to Israel.

2. You will need specific flight information, i.e., the name of the airline, the flight number and the estimated time that it arrives in Israel.

3. You will need a specific isolation location, with a specific street address and house number that cannot be changed later on.

4. You will need to upload your vaccination records via PDF. If you have a vaccination record with a QR code, use it.

5. If you are submitting a recovery letter along with positive PCR results, or any other multi-page document, you must merge them into one file and compress them using www.ilovepdf.com.

6. Make sure all files are under 1MB, and use www.ilovepdf.com  to compress files.

7. Everyone needs a negative PCR test from within 72 hours prior to takeoff. (An exemption from pre-departure PCR test will be granted to those recovered, if at least 11 days and no more than 3 months have passed from the day of diagnosis as a COVID-19 case. Note this exemption is for pre-departure PCR tests only; it is not an exemption from the PCR test on arrival in Israel.)

8. You must have your negative PCR test and a copy of the 48-hour Entry Declaration Form to board a plane to Israel. These are the only documents you need.

Protocol for Arrival in Israel:

1. Everyone, bar none, including Israeli citizens, need to take a PCR test upon arrival at Ben Gurion Airport. You can reserve your test in advance with TestnGo: https://testngo.femi.com/en/sign-in

If you test positive at Ben Gurion Airport, you will be in 10-day quarantine. There are no exceptions and there is no way to shorten your quarantine if this happens.

2. On your TestnGo form, make sure to use an Israeli cell number that you have access to. That is where you will receive results of your PCR test. Failure to provide an Israeli cellphone number can become problematic.

3. There is no longer a need for serological testing in Israel in order to receive a green pass or exit quarantine, and therefore no need to book a test.

4. 24-hour quarantine: Most visitors arriving in Israel will be held to this level of quarantine, which means that you are released after you receive a negative PCR result from the airport or when 24 hours has passed – whichever comes first.

5. There will be a 10-day quarantine for those who test positive for COVID at Ben Gurion Airport

6. There will be a 7-day quarantine for anyone with a valid Israeli passport who is not vaccinated or recovered within six months. Release from quarantine comes with a negative PCR upon arrival in Israel and a negative PCR on day seven.

Sukkot: Returning to the Land

by Rav Zalman Baruch Melamed, translated by Sharona Cohen

Rav Zalman Baruch Melamed

A Generation with Light

The Sukkot holiday is full of mitzvot (good deeds), including the mitzvah of the lulav, the four species. Our Sages say that the four species are similar to weapons - the lulav is similar to a sword, or perhaps a rifle, the etrog maybe to a grenade. In any event, the Sages intend to tell us that there are spiritual wars and there are physical wars, and Man in this world must confront various pests and ward them off.

Bet El's "Shiras" Wounded in '18 Terror Attack Give Birth

In December 2018, Bet El natives Shira Ish-Ran (nee Silberstein) and Shira Yered (nee Sabag) were both wounded in terror attacks a few days apart. Shira Ish-Ran was five months pregnant at the time and lost her baby boy as a result of the attack. Shira Sabag (not yet married at the time), sustained gunshot wounds a few days later in the same attack that resulted in the murder of two IDF soldiers and severe head trauma of a third. (Miraculously, as a result of Sabag's injuries, doctors discovered a tumor in her body early enough to save her life!)

Last week, both Shiras celebrated life! Shira Ish-Ran gave birth to a girl, and Shira Yered and her husband held a bris for their baby boy. From great pain, loss, and mourning sprang beautiful new lives!

Shira Yered's mother Michal Sabag comments, "We are getting numerous calls from people saying how Bet El was so traumatized when both Shiras were wounded in terrorist attacks a few days apart. And now, as though HaShem is speaking to us directly to console us, both of them gave birth a few days apart."

The Abandonment of Uncle Sam: Lessons for Israel from Afghanistan

by Emanuel Shilo, Besheva, translated by Hillel Fendel

U.S. soldiers on the way back to Kandahar Army Air Field, Sept. 4, 2003 (Credit: Staff Sgt. Kyle Davis/U.S. Army)

The first lesson that Israel must learn from the out-of-control American withdrawal from Afghanistan is sharp and clear: Israel must always be able to defend itself with its own forces.

We must never be dependent upon American military aid, meaning that we may not converge behind borders that are indefensible without such help. Reliance upon a foreign element, no matter how friendly, has proven more than once throughout history to be a dependence on a broken reed.

New Economic Opportunities in Judea & Samaria

Originally published by the Yesha Council, myesha.org.il, translated by Hillel Fendel

Construction in Judea & Samaria

The municipal authorities in Judea and Samaria (Yesha) are seeing a significant rise in total income from local taxes on businesses, factories and industry. In addition, more private property tax is being paid as increasingly more people come to live in Yesha.

This indicates a tremendous jump in commerce and industry, an increasing demand for these areas, and a jump in economic activity.

Tlaib, AOC Name Bet El Inst. as Leading Builder of Judea & Samaria

We received the following email last week after reports that US Reps. Rashida Tlaib (D-MI), Alexandria Ocasio-Cortez (D-NY) and five other Democrats signed a letter that specifically named Bet El Institutions, calling for the US Treasury to stop granting tax exemptions to American charitable organizations active in Judea and Samaria and eastern Jerusalem.

The Thankless Job of Counting Sins

by Emanuel Shiloh, Besheva, translated and adapted by Hillel Fendel

The news cycles spin so fast that many of us appear to have forgotten that Israel's new government is not just the boyish smile of Naftali Bennett, but rather a conglomeration of anti-Zionist and anti-religious interests that is doing genuine damage.

Though we generally strive, in this newsletter, to emphasize the many positive aspects of life in the recently renewed Jewish homeland, this time we sadly have no choice but to highlight some of the negative – in the hope that it will arouse us to prayer and action to ensure that this unfortunate government is toppled as soon as possible.

In the following article, Emanuel Shilo, editor of the weekly Besheva, explains that in addition to the government's faults, the general media is neglecting its watchdog duties while giving the government a free pass.

The Citizenship Law: Where National Interest and Political Interests Collide

by Emanuel Shilo, Besheva, translated by Hillel Fendel

What exactly happened in the Knesset this past week that caused such drama and tension? The nationalist right-wing camps of both the coalition and the opposition accused each other of the same thing: selling out the national interest for their own narrow political interests – and many observers are totally confused.

The Evyatar Compromise: Building the Land and Nation

by Hillel Fendel

Israel's new left-right government, currently headed by Naftali Bennett of the Yemina party, faced its first major test today – and apparently passed it. A compromise was reached regarding the new Shomron (Samaria) pioneer community of Evyatar, just east of Tapuah – grudgingly acceptable to both sides.

IDF Prep Academy Construction Continues

Construction workers are still hard at work at the construction site of the IDF Prep Academy's new campus  in Bet El. Currently, they are putting Jerusalem stone around the exterior of the dormitory. The Jerusalem stone is a huge project given that the entire campus consists of two buildings totaling 60,000 sq. ft.!

Plenty of Blame To Go Around

by Hillel Fendel

From left to right: Bennett, Netanyahu, Saar

"If this nightmare comes true, and a Bennett-Lapid government is formed with all the left-wing and center-left parties, with the passive support of Mansour Abbas' Arab party and possibly even those of Ahmed Tibi and Ayman Odeh, it will be primarily the fault of the nationalist parties' leaders – Binyamin Netanyahu, Naftali Bennett, and Gideon Saar."

So wrote a few days ago Emanuel Shilo, long-time editor of the B'Sheva weekly newspaper – a publication of the Bet El and Petach Tikva-based Arutz Sheva group. Since then, the situation has only become more sharply exacerbated. As of early Monday afternoon, Naftali Bennett (who heads the 7-seat religious-Zionist leaning party Yamina) and Gideon Saar (who heads the 6-seat right-wing leaning break-off from Likud) are seeking to join Yair Lapid (who heads the 17-seat left-leaning party Yesh Atid), and are ironing out the final wrinkles on their anti-Bibi, left-center-right government. There is still no guarantee that it will ultimately come to fruition, as significant wrinkles still exist, but vociferous fears are being expressed by the Likud and others.

Shilo places Netanyahu first on the blame list:

IDF Prep Academy Prays for Meron Victims

Students learning at Bet El IDF Prep Academy

This week students at the Bet El IDF Prep Academy dedicated special learning and prayers for the "elevation of the souls" of victims of the tragedy at Mount Meron:

They decided to add into their regular learning schedule the Ramchal's Derekh HaShem, and tomorrow they will travel to Mount Meron - an almost 3-hour drive - to pray for the "elevation of the souls" of those who died.

Additionally, on Sunday, in an effort to increase acts of loving kindness in the wake of the horror, students volunteered to help renovate the home of a local Holocaust survivor.

Hamas: "Blaming Israel for Cancelled Election Is Bad Excuse"

by Hillel Fendel

Former Shabak chief: "Anyone who wants to translate the cancellation of PA elections into terror attacks would be advised to prepare himself a gravesite."

Abu Mazen

Israel has held too many elections of late – but that's a lot more democratic than what is going on in the Palestinian Authority: no elections at all.

PA Chairman Mahmoud Abbas has held his position since January 2005, when he was elected in a popular vote for a four-year term. A quick calculation shows that his term ended over 12 years ago – yet he has never vacated his seat. Abbas has found every excuse in the world since then not to hold a new election, because of his sense that he and Fatah would lose control of the PA to the Hamas terror organization.

The War for Area C

originally published by the Yesha Council, myesha.org.il, translated by Hillel Fendel

Palestinian construction in the West Bank

Several Israeli reservists, working undercover in Arab areas completely on their own, have revealed a detailed, ongoing Palestinian Authority plan to build the infrastructures for a future Palestinian state.

The activity, as reported by Channel 13 correspondent Tzvi Yechezkeli, is taking place on a daily basis in areas of Judea and Samaria that, according to the Oslo Accords, belong exclusively to Israel.

The undercover team members refer to the detailed PA documentation that they've discovered as the Archives of the Palestinian Nuclear Bomb: hundreds of construction plans, lists of donors, and lots of money that is being used, right under our noses, to expand the PA's reach to territory assigned by the Oslo Accords to full Israeli control!

Furthermore, all this is taking place without Israeli permission yet with full and open European Union support - in land on which Oslo forbids the PA to build.

Bet El Updates

Construction on the new IDF Prep Academy campus is continuing apace! We are currently finishing up the outer stone of the northern building, which will house the dormitory, kitchen, dining hall, fitness room, Krav Maga studio, and more.

Additionally, we are preparing for the construction new classrooms at the Bnei Tzvi High School for Boys.

And on a very exciting note, the Bet El Yeshiva for Higher Torah Learning celebrated this week the end of an "era" - in the next few days learning will begin anew without division into capsules, because 100% of the Yeshiva's students have been vaccinated!

It's Now All up To Gideon Saar

by Emanuel Shilo, inn.co.il/Beshevaadapted by Hillel Fendel

Gideon Sa'ar

Mathematically speaking, there are several ways by which Israel can avoid a fifth election campaign and enjoy a new government. These include a coalition led by Naftali Bennett, who does not intrinsically oppose Binyamin Netanyahu, and the parties that do oppose him; or a left-wing coalition without Bennett but with the hareidi parties; or a Netanyahu-led coalition without Gideon Saar but with two MKs who are willing to quit their parties and join Netanyahu. A 59-MK nationalist coalition with tacit support of the Arab Ra'am party – many argue that this is a contradiction in terms – is also mathematically possible.

But by far the most natural option, as Besheva editor Emanuel Shilo argues, is for former Likud MK Gideon Saar to drop his strident opposition to Netanyahu and to join the Likud, Bennett, Betzalel Smotrich, and the hareidi parties, and thus form a stable nationalist government.

"The solution to the current mess," Shilo writes, "is simply for Gideon Saar to join a government headed by Netanyahu. This is the right way to end Israel's ongoing political crisis, to establish a stable coalition, and to prevent a fifth election campaign within 30 months."

Shilo's post-election op-ed in Besheva continues:

Yes, Saar promised his voters not to sit in a Netanyahu-led government. But he also said more than once that he would make sure to grant authorized status to the young communities in Judea and Samaria, rectify some of the problems in the legal system, and prevent a fifth election. All of these promises are no less important than the promise to boycott Netanyahu. Since in any event Saar will have to break some of his promises, he must place the national good ahead of all else and agree to join a government that will, among other things, prevent Israel from yet another election so soon.

After all, the natural habitat of Saar, his number-two Ze'ev Elkin, and their entire "New Hope" party is in the right-wing nationalist bloc. The only thing keeping them away is their personal enmity to Netanyahu. On the one hand, their desire to end Netanyahu's long-running premiership is understandable. In addition, Saar's claim that Netanyahu places above the national good his own personal interests and his desire to remain Prime Minister is not totally groundless, at least regarding some of his decisions. But in Netanyahu's defense it can be said that he apparently truly believes that only he knows how to run the country in the face of the grave dangers it faces, primarily the Iranian nuclear threat and the Covid-19 virus.

In any event, it is clear that Israel under Netanyahu is doing quite well, relatively, in the spheres of international standing, security, and economics. In terms of Corona, too, it is hard to blame Netanyahu for mistakes any worse than those made in other countries. [In terms of Corona deaths per capita, Israel is doing substantially better than most of Europe, for instance. – ed.] He did a very impressive job in attaining vaccines, which have netted Israel shining success. The bottom line is that his years in power have been not bad at all for Israel, and certainly in comparison with his predecessors Olmert, Sharon, Barak, and Rabin.

Therefore, to say that deposing Netanyahu is an overriding national interest is simply incorrect. When the alternative is continued political chaos and another round of elections – which itself is no guarantee for the formation of a stable government – the scales clearly tip in favor of a Netanyahu-Saar-etc. nationalist coalition. When on the table are critical right-wing consensus issues such as arrangements for thousands of homes in Yesha [thus enabling them to join the national electricity grid and water network, for instance] and putting brakes on the judicial takeover of all areas of our lives, a personal disqualification cannot justify losing this opportunity to resolve them.

Saar and Elkin both have personal issues with Netanyahu. Their rancorous departure from the Likud, which weakened the party by several Knesset mandates, could very likely have been avoided had Netanyahu originally appointed Saar to a worthy position in the Cabinet. The hostility with Elkin, too, is likely based on the fact that Netanyahu took from him the Ministry of Environmental Affairs. It's true that both Saar and Elkin could suffer considerable political fallout if they now undermine their entire election campaign by rejoining Netanyahu – but on the other hand, they also stand to gain among nationalist-camp voters who recognize the great sacrifice the two would be making by ensuring a nationalist government.

Gideon Saar blames Binyamin Netanyahu for prioritizing his own personal interests. If Saar can now show that for him, the national interest and the advancement of the issues he promoted to his voters takes precedence over his personal preferences, this would truly be great tidings and a New Hope for Israel.

In the Religious-Zionist Camp

Shilo admits that though he had hoped that Bennett and Smotrich would find a way to reunite and run together, the bottom line clearly shows that the nationalist camp did better running on two separate lists. The total of 13 Knesset mandates received by the two parties is the best score attained by this sector since 2013, when Bennett first took over the Jewish Home party and it received 12 seats. As of now, the camp actually numbers 14 MKs, because Netanyahu agreed to give a place on the Likud ticket to Ophir Sofer of Smotrich's National Union faction.

Bennett, of course, had hoped for more than the 7 seats his party received, especially after early polls gave him over 20. But Gideon Saar's entry into the race changed the picture. Many left-wing voters who were willing to vote for Bennett simply in order to depose Netanyahu realized that they could vote for Saar and achieve the same results, or even for Yair Lapid of the Yesh Atid party. At present, Bennett would be well-advised not to seek to form a coalition with Lapid and thus burn his right-wing support, but rather to remain allied with Netanyahu and receive high-ranking Cabinet positions for his party. This would also place Bennett in an advantageous position to succeed Netanyahu when the time comes.

As far as Smotrich is concerned, he did a fine job under difficult circumstances. When he left Bennett and established the party he named the Religious-Zionist party, his support was beneath the minimum threshold. But with hard work, and with the help of the supporters of Itamar Ben-Gvir and of the hareidi-Zionist Noam party, as well as help from Netanyahu himself, he was able to reach the impressive total of six Knesset mandates. Even if Ben-Gvir and Avi Maoz of Noam split away, Smotrich still comes to Netanyahu with a critical 4-member dowry.

Smotrich has thus proven his ability to lead a campaign, and did way better than Bennett gave him credit for when he said that Smotrich was worth only two of the first ten slots in the Yemina list. But in order for this achievement to be a lasting one, Smotrich will have to open the ranks of his party and turn it into a political home for all those who want to belong to a sectarian religious-Zionist party. Primaries must be held for the party leadership, and if and when Smotrich receives the official support of thousands of members, this will cement his position as the right man to lead the political religious-Zionist sector from strength to strength in the years to come.

Election Results in Israel: More Uncertainty, More Hope

by Hillel Fendel

Israeli election ballots

This morning's preliminary results showed that Prime Minister Binyamin Netanyahu and his allies had reached a clear majority of 61 MKs. However, as the hours passed and more votes were counted, a very significant change was registered: The small Arab party named Raam – which originally was thought to have not received the necessary 3.25% of the vote to even enter the Knesset – began picking up proportionately more votes. We now know that Raam will, in fact, enter the Knesset, with five seats.

And where did these seats come from? One is from the Likud, and another is from Yemina – leaving the pro-Bibi camp with only 59.
